The other issue is most cultural communities do not address mental illness as a &quot;real health&quot; issue, which it is medically and requires treatment.

Moreover, when I was growing up the in the 1970&#039;s racism I endured was perpetuated by my teachers and an antagonistic system because people feared multiculturalism...  Unfortunately, I was the target and have paid a hefty price for it.

Because in the 5th grade, most children&#039;s brains are still developing and preparing for the puberty shift.  Higher order cognition is required.  The torture of overt degrading and dehumanizing racism manifested by insecure adults is criminal, and educational malpractice.

As for the other children, they can be taught to better handle their behavior through traditional means.  The difference is a systems challenge vs. an individuals one...</description>
